Domain Home + axis split

DH-2 — the mailbox switcher becomes two independent controls. View (Inbox / Sent / Archive) lives in the header title as a small popover — it never changes scope. Scope (All inboxes / a domain) opens from the center bottom-bar button as a Domain Home sheet: an All-inboxes row, a hero card for the most-active domain, a 2-col grid of the rest, and a dashed Add-domain tile. Rules stays a real tab; the center button is an action, not a route. Tap either — switching one axis never touches the other.
